Production originally took place at the Obukhov/Bolshevik works but the vehicles were of low quality. The tank workshop of the Bolshevik Factory was reorganised into an independent factory, Factory No. 174 named after K.E. Voroshilov in February 1932. Quality gradually improved and the factory eventually built some 10,000 T-26 tanks before being moved to Omsk and Chelyabinsk.
